Potentialities
Quang ngai is one of provinces in the key economic areas of the central
Viet nam having National Highway No1A and Trans - Viet Railway going paralelly
along the length of the province and National highway No 24 - an important
east-western rout.
With 130 Km length of coast in the west; Dung-quat Bay in the north with
the total area 30 km2 13-20 m deepth being invested to construct a deep-sea
port in large scale of the country. The ability of sea-economy development is
an important strong point of the province.
Most of Quang ngai soil is favourable for long-term industrial plants
special fruit trees and medical tree. Downstream watershed fat lands are
favorable for planting rice short- term industrial plants and vegetables .
Quang-ngai also has a lot of mineral resources: Graphite with 4 million
tons in reserve (2.5 million tons exploitable) average carbonic volume of 20%;
1 million tons of silimanite ore; 476000 m3 of coal slime; 4 millions tons of
kaolin ...
Quang-ngai has historical relics with old-age historical heritages such as
Sa- huynh relics ancient Cham cultural sites well-known historical memorials
such as Ba-To Son-My Van-Tuong and several good seashores such as Khe-Hai My-
Khe Minh-Tan Sa-Huynh ... offerring good conditions to develop tourism.
Socio-Economic situation
The GDP growth in the period of 1991-1997 is 903% in which agriculture
growth is 393% the industry growth is 1725% and services is 1231% .
The economic growth in the period 1998-2000 is estimated at the rate of
15/% ; The GDP per capital in the year 2000 will be 350 USD.

The average Highway transportive network is 0.25 km/ km2. Main routs:
National highway No 1A: Rout in provincial area is 83 km long.
National highway No 24A rout form Thach- tru to Kon- tum is 69 km National
24B rout is 18 km long.
Provincial rout includes 6 routs with the total length of 179 km.
Trains- Viet railway goes through along the length of the province.
Using the national electric power system. Heater- power plant (providing)
with the capacity 8 MW. The heater- power plant in Dung-Quat is going to be
constructed with the capacity 300 MW .
With the telecomunicative network of the province the station NEAX having
10500 telephones assemblied in the centre of the province to gether with
automatic station in districts and VIBA transfer station it is guaranted to
convey information rapidly .
Quang - ngai town water network is upgraded with the capacity of 20000
cubic meters/24 hrs.The water supplying networks shall be constructed in lagre
scale for Dung - Quat industrial Zone with the capacity 115000 cubic meters/24
hrs and 300000 cubic metres/24 hrs.
Programs of popular primary education was carried out in the whole of the
provice There are primary and secondary schools in most of the provincial
villages. In the school year 1996-1997 in the whole province the number of
students and pupils being trained accounts 23% of the total population.
The rate of doctor per 10000 inhabitants is 2.7.

Dung Quat Industrial Zone:
With the total area 14000 ha and situated on the coast line of the Dung
Quat Bay Dung Quat industrial zone has a multiform development orientation
including many new industrial activities in large scales having symbolic trait
of the whole country such as: Oil-refining industry Petrochemical industry
production of products from oil mines with many key works especially the 1st
oil-refinery plant - The main point of the whole economy in locality.

Tinh Phong industrial zone
Being in the Northern Developing Network of Quang ngai Town Tinh phong
Industrial Zone is in Son-tinh District Quang ngai province 8 km North of the
Central province 20 km away from Dung Quat Industrial Zone and Chu lai Airport.
It has got favourable access to economical centers in and outside the area
bordered in the west by National Highway 1A in the East by National 110KV
electric transmission lines Da nang-Quang ngai. Chanel No B10 of Thach nham
Irrigation system in the East is the safe resource of water supply for the
whole Industrial Zone.
Tinh phong had been planned in order to create a high-benifit Industrial
Zone which shall produce many kinds of construction materials creating a
favourable field for investor to meet the demands of the market especially for
Dung Quat Industrial Zone started at the end of this year. Total area is 142 ha
of which 70% shall be for rent.
Detailing surveys have shown that the Industrial Zone statum is mainly clay
with good bearing capacity ground water has not affect on concrete favourable
for building constructions.

THE PROJECT TO PRODUCE CARBON BLACK
FOREWORD
In November 9 th 1994 The Prime Minister of Socialist Republic of VietNam
has issued the Decision No 658/TTg on choosing the location for the first oil
refinery of VietNam at Dung Quat area Binh Son district of Quang Ngai province.
In July 10 th 1997 the Prime Minister has given the decision No 514/TTg on
investing Dung Quat first oil refinery with the capacity of 65 million
tons/year at BinhTri village Binh Son district Quang Ngai province. This makes
a jump-start in the construction and the development of Dung Quat Industrial
Estate.
This decision is on the intention to set up a large - scale union
industrial estate in the central region of Viet Nam. This union industrial
estate includes: The oil refinery plant Petrochemical plants The union steel
and rolling mills Ship building and repairing Plant light industrial Plant
mechanical equipment production Plants and new modern town of Van Tuong with
the population of 12.000 in service of the development of this Estate directly.
The chemical products from gas and oil (they are usually called
"petrochemical products") are very diversified and abundant sharing
90% of organic products which are produced. The raw material source which
produces petrochemical products is natural gas fluidization gas crude gasoline
segment (Naphta). Therefore on the feasibility study report of the Dung Quat
first oil refinery plant after-refining products include the products which are
used to produce petrochemical products.
In parallel with constructing the oil refinery plant the construction of
petrochemical plants is also executing together with a plentiful raw material
source from the oil refinery plant and a large domestic market are firm
guarantees to invest to construct petrochemical plants.

THE BASES OF THE PROJECT
1. General about the consuming status of Carbon Black in the past years:
- Carbon Black is an important product as reinforcement material of the
rubber use and pigment of plastic ink and coating. Especially Carbon Black is
an essential product for automobile and tire industries.
- Carbon Black demand in Viet Nam is projected to reach 30000 tons by the
year 2000 predicting the high average annual growth rate of the demand over
15%.
However at present Carbon Black is imported from region countries because
there is no production services in Viet Nam.
As the above statistics We can see that the domestic market of
Polypropylene product is really potential.
2. Raw material:
- The method is commonly used to produce Carbon Black: by using bottom oil
from the RFCC of the 1st crude oil refinery as feedstock.
- According to the feasibility study report of the first oil refinery plant
in the first period the capacity of this plant is 6.5 million tons/year in
which the bottom oil products shares a high proportion (3.93%).
Therefore using the investment ability of modern and high - tech process to
construct a Carbon Black production plant at Dung Quat industrial Zone is
feasible.

THE PROJECT TO PRODUCE CARBON BLACK
GENERAL ABOUT LOCATION
AND INFRASTRUCTURE WORKS IN THE AREA
I. Location:
In the zoning the designed area with the total area of 223 ha is located in
the East of Dung Quat Industrial Zone on the territories of Binh Tri village
and Binh Thuan village of Binh Son district Quang Ngai province 2 Km from the
oil - refinery plant.
- The designed area includes ranges of hills inserted with rice fields and
villages (these villages are near hills). The average elevation of ground level
is 15m with good geology.
- At the study area the average annual temperature is 2507C the average
moist level is 28.7 mb average annual velocity of wind is 2.9 m/s the total
radiation in the whole year is 143.3 Calo/Cm3.
- Most of residents here are farmers with low income.
- Land distribution structure:
+ Rural land shares: 4.4%
+ Orchard land shares: 6.7%
+ Rice - field land shares: 16.7%
+ Lake and pond’s surface land shares: 66.6%
+ Hill and mountain land that has not used yet shares: 5.6%
In short the study area is now mainly agricultural land: sparse population
and large land’s fund are advantages for industrial construction.
II. Technological infrastructure system:
1. Power supply:
The study area is supplied power from the national power net passing the
Dung Quat transformer 450 kWh/ha.
2. Transportation:
The designed area is surrounded by 3 routes:
+ The Doc Soi - Tra Bong bridge - Dung Quat port - Oil refinery plant route:
203 Km long
+ The Binh Long - Van Tuong - Oil refinery plant route: 9.16 Km long.
+ The Eastern route is inner the Industrial zone linking the oil refinery
plant with Dung Quat port.
+ 3 Km away from the west: Dung Quat port can be accessible for ships of
heavy load in service of oil - refinery and petrochemical industry and
comprehensive commodity.
+ Chu Lai International airport: 15 Km from the North.
+ The National Highway 1A route and the trans-Viet Nam railway: 10 Km away
from the west.
+ The new Town of Van Tuong serves for Dung Quat Industrial Zone: 8Km away
from the south.
3. Water supply:
The designed area will be supplied water by the water plant of 115.000
m3/day capacity. At first the water plant of 15000 m3/day capacity will supply
water for this area by the water pipeline system to the fence of the plant.
4. Communication network:
This area is covered wave from the National communication network insuring
through communication being convenient in Viet Nam and abroad.
